Why is your parakeet ripping out its own feathers?
Well, I'm guessing the bird is either bored, is sick, or some other reason. It may be reacting to stress. Has anything major happened around the house lately? Or maybe the bird is allergic to something. Have you started feeding your bird something new? Or it could be bored. Try adding a new toy to the cage. Remember, you should have 5 toys or so on hand and rotate a toy every week or so. After not seeing the bird for about five weeks for the time it's been in rotation or whatever, the toy seems like new to the bird.
The bird may be sick, have mites or a skin irritation. But anyways, I think you should take your bird to the vet no matter what. The vet might recommend a bird behaviorist. Keep trying different things till' he/she stops. Or the bird may never stop and become a plucker for the rest of his/her life. In that case, enjoy your feather plucker and don't sell her just because she doesn't have feathers.

What are some materials that I can place outside that birds can use in building their nests?
You can help birds in building nests for laying their eggs every spring by putting out short strips of yarn, natural fiber fabrics and cotton balls torn into small pieces. It doesn't matter what color the materials are; I've seen bright blue, yellow and red pieces that I've put out for them in their nests.
Just make sure they are free of chemicals and toxins, which can be very harmful for the birds and their babies. You can use the long cotton strips that come in some medications, such as the ones that are capsules or enteric coated. Otherwise, the residue of some of these medications can be toxic to the the birds. Just be sure to tear the cotton into small pieces so that it's easy for the birds to carry in their beaks and work with.
You can also put out dryer lint, torn into workable pieces, as well as clumps of dog hair. Also, leave small twigs and leaves on your lawn for them to use, since these are the 'foundation' of the nest.
You need to start putting these materials out in very early spring, or even sooner, since some birds begin building their nests early and lay at least two clutches of eggs each spring/summer.

Loads. But most are inexpensive. For starters, a cage. If there's only one parakeet, then a fairly small one. Make sure you put the seeds and water in open bowls that you buy, not closed. Rather than eat out of not open bowls, like dispensers or something, keets have been know to starve themselves. They would fight over a mate, or fight over nest space. Fighting over nest space is the most common, but is still rare. You need twice as many identical nests as you have female parakeets. That means if you have two parakeets you need 4 identical nests. You can remove the extra nests only after each female parakeet has chosen her own nest, and really you should leave an extra nest or all the extra nests as a precaution. Also you cannot house two female parakeets and one male. That doesn't work. You need to house a male and a female, or two males, or even three males and one female. If you need to house two females together, you must make sure there are more males than females. As soon as the wings are feathered and they are trying to fly. It's just dead feather so it really doesn't matter.
