There are two fuse boxes on this car thru 1996. One under the hood on passenger side for big things like fuel pump, leveling etc.. One on the drivers side on the end of the dash behind a little door. (open the door to see) It contains the smaller stuff like radio, cig lighter etc.

icouldn't figure it our either because i too own one. i even bought the shop manual and thought yes i will finally know... then when i turned to the page it should be on it said.. fuses are located in the fuse panel. i still have no idea where it is.

you first have to locate the screws that hold down the faux wood cover over the stereo located at the bottom of the panel. then remove the panel and locate the screws that hold down the stereo itself. remove those and the stereo will become loose. be careful not to pull the stereo or let it drop after you loosen the screws because the stereo is still wired up. gl.

Every vehicle has the VIN stamped into the frame. The best place to find a wiring diagram is in the Cadillac Shop Manual. You can find one on eBay in the $50 range. It gives you the wiring diagram and so much more. Mine is becoming threadbare from use.

remove the negative terminal on the battery find the little wire tahe runs to the starter remember the colorsfind that same wire underneath the steering column cut the wire and put a toggle switch on the wire.

i do not know if you changed the whole column or the ignition barrel, i changed the barrel but have yet to replace steering wheel, making tool, any way here goes ,i took off the wheel, then unhooked the battery i then took the u shaped plate out,which is under pressure so take caution, ithen unscrewed the hazard switch and indicator arm from the indicator switch and unscrewed three screws holding switch in situ i then gently pulled switch over the top of the column, next make sure ignition is in the run position and one torxs head screw has to be removed and the barrel should come out, you may have to compress the sprung loaded plastic thing at the end of the barrel with a long thin blade type screw driver, then just reverse the disassembly and you should be ok, i must stress that i have power even though i still have to fit indicator cancel plate, sprung loaded from early, and i am making a tool as American specialist auto tools not allways available in the UK, hope this helps, best of luck mate.
