The US started becoming a world power in the mid 1800's particularily after the Civil war with the most powerful military on the planet. Even before that with the Monroe Doctorine. But we do see that with the US caught up in the Civil War this lead to the French intervention in Mexico which led to the Cincho de Mayo celebration. This shows the respect of the world for the US's power. With the Spanish-American War, the USA solidified itself as a world power by crippling the Spanish Empire. By this time, no standing army in the world can go toe-to-toe with the US. This is made possible by the Industrial Revolution and the economic wits the US inherited from their English cousins.

Because the soon to be sunk merchant ship was radioing the subs position to the allies the whole time the sub was standing by awaiting for the ship to get it's passengers safely off. The sub was spending TOO MUCH TIME on the surface exposed to enemy hunter killer teams. German subs were being sunk and experienced skippers (captains) and their men were being killed because they were "being kind" (also known as "too nice"). If "ships to be sunk" did not radio off the sub's position, and if enemy hunter killer teams didn't destroy so many German Subs/Skippers/and crewmen; then the "Restricted" warfare would have cost the Germans nothing, and they would have and could have...continued.

Briefly, Steinkopf (1879-1949) was a German chemistry professor teaching mostly organic chemistry at the University of Karlsruhe and later Dresden. Aside from his academic research on arsenic and thiopene compunds, he was (most of the time secretly) involved in chemical weapons research and development.

Curiously enough, he also wrote poems and books, guessing from the titles mostly about quaint rural life in Germany. Maybe he needed some contrast to his work...

Regarding Lommel, I did not find much information except that his first name was also Wilhelm, that he was a chemical engineer, and that he worked with Steinkopf in his team at the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistryin Berlin during 1916.
