there is a valve, kinda like tire air valve, with a green cap on it to the drivers side of the intake near the throttle that you can open and depress to release in line fuel pressure !
99 model year already is fitted with R134a from the factory. you shouldn't have to change the refrigerant. if there is a leak, repair the leak, then evacuate the system using a refrigerant recovery tool. Add the correct amount of oil if needed, and recharge the system with 134a.

Have the system flushed and replace the thermostat. ==the radiater, and ac condenser might need to be cleaned,pop the hood, and look to see if its full of bugs, if so take to a car wash, and use a high pressure to clean it out, be careful not to get to close, otherwise you could damage the fins on the radiater, it also could be low on antifreze, and also check to see if the fan comes on while the ac is on, it should always be on when running the ac, otherwise you would'nt get proper air flow across your condenser, hope this helps, good luck!!!==

(add) In diagnosing a misfire condition in my 97 cavalier I found that the MIL light (check engine light) came on with the misfire condition. It (acording to code guide in SnapOn scan tool) flashes when the misfire is serious enough to damage the catalytic converter. Suggesting that the light being on is a problem and a flashing light means drive it to the shop (or not at all)..

I am not really sure but I know that if you go to an Autozone store, they have scanners that they can connect to your car and check what the problem is. I did this with my car, but I know that the scanner does not work on really old cars. They can check why the light is that way and they recommend what you can do to fix the problem. This service is offered for free.
I Have a 1999 cavalier if the check engine light comes on and stays on it indicates a problem with the emissions control system.
If the light is flashing it indicates a misfire.
the check engine light is on in my car and i have had it on the scanner and it is caused by a bad seal in the gas cap which is one of many causes so either way have it checked to determine the cause.

Raise the hood You will need an upolstery remover. Remove the two 'pins' and lift the plastic. You will see 2 Bolts. Remove them, and pull the entire assembly forward, you'll see the bulbs. Rotate the clockwise and pull them out carefully. This also gives you acess to the turn signal bulb. You will need the bulbs 9005 and 9006. 9005 is your low beams and 9006 is your high Beams.

Why might a 1996 Chevy Cavalier not start?
The first thing to do is to have a shop pull the computer codes or get a scanner from a place like AutoZone. That will help you pinpoint the problem and make this whole answer pointless. Does it crank/turn over? If not then you have a bad starting system. The starter motor is the most likely culprit, althought it could be a bad relay. If it does crank, then read on. Cars need three things to run: 1.Fuel 2. Air 3. Spark (Combustion). If the engine doesn't have all three in a reasonably ideal mix, then your engine will not run. Or you could give about twenty attempts while holding the brake down when you start it like a stick shift. Then always start it while holding in the brake. The only way to make it so you don't have to hold the brake everytime you start it is to take it to someone who knows how to switch over the grey rally switch located under the hood....right in the front.
