Yes it is electric and no it's not supposed to run all the time, have the fan relay switch checked out, it probably needs replaced.

How do you set obd2 readiness monitors on Chevy Cobalt?
Idle. The engine must be run for two and a half minutes with the air conditioner on and rear defroster on.
Accelerate. Turn off the air conditioner and all the other loads and apply half throttle until 88km/hr (55mph) is reached.
Hold Steady Speed. Hold a steady speed of 88km/hr (55mph) for 3 minutes.
Decelerate. Let off the accelerator pedal. Do not shift, touch the brake or clutch. It is important to let the vehicle coast along gradually slowing down to 32km/hr (20 mph).
Accelerate. Accelerate at 3/4 throttle until 55-60mph.
Hold Steady Speed. Hold a steady speed of 88km/hr (55mph) for five minutes. During this time, in addition to the diagnostics performed in step 4, the catalyst monitor diagnostics will be performed. If the catalyst is marginal or the battery has been disconnected, it may take 5 complete driving cycles to determine the state of the catalyst.
Decelerate. Don't press the clutch or brakes or shift gears.

There actually isn't one. It's a sealed system. There is a cap to fill the transmission directly on top of the transmission. If you need to check the level, lift the car in the air and there is a 11mm plug on the bottom of the transmission. With the car running (Warning: The car must remain running while plug is out!) take the plug out, the fluid should trickle out of the hole. If no fluid comes out add fluid. Don't shut the car off while it is running or else fluid will pour out.
