Why should the government not monitor Internet chat rooms to protect young children?
For the same reason they can't bug your house without a warrant. The government has no right to spy on anyone without a judge's approval.
How do you put a parental block on adult websites on a Mac?
If your Mac OS is 10.5 (Leopard) then you can use Parental Controls in System Preferences. Select the Content tab and then tick limit access to adult sites. Use the Customize button to add specific criteria to your block. Websites already visited are listed in the Logs section. I am not sure if this can block websites in firefox, but if you only use safari, here's how:
1. Log in with an admin account
2. Open System Preferences, then click "Accounts"
3. If the padlock in the bottom left corner is closed, click on it, then type your password. otherwise, proceed to step 4
4. Select the account you want to put a Block on, then click "Parental Controls"
5. Mark the "Safari" checkbox
6. Log on to the account, and open Safari
7. In the bookmarks bar, click the icon of the book with the padlock over it, and enter your user name and password
8. Add to the Bookmarks Bar any sites which you want to allow.
You are done! If you try to open any site which is not in the bookmarks, you will get an error screen, with a button that you can click to create a bookmark for the site after entering your (admin) username and password You can use a parental control software web site porn filter to achive this. Its an interesting question.
the technology of the internet has been in development since the early 80's but it was not until the early '90's that it began to be workable as a world wide network.
No 'one' person or entity 'owns' or 'controls' the internet if that is what you are driving at. The internet is a massive network of computers with no one 'source' of ownership or control.
having established this, in answer to your question, I think it benefits anyone who is able to make some form of productive use of it. As to 'how' it benefits its users, I think you would find the answers to that question as diverse as the uses that people derive from their participation within it.
a common misconception about 'the internet' is that it is what you see on your web-browser. In actual fact, the www is only a component of what the 'net' actually is. the internet is, in fact, capable of a lot more than simply web services and you have to include things like email, ftp, peer to peer, voip, etc.

How do you use chat rooms safely?
There are many rules in a chatroom, but it really depends on your age. If you are a year 7 at balshaws (like I was) you get this sheet to do, and I got it over the half-term. Unfortunately I didn't do it, because there wasn't a question answer for this. So for your convinience, here are all the answers that I got:
- NEVER give out your full name
- NEVER give out your adress
- NEVER give out your mobile or home telephone number
- NEVER give out your e-mail adress
- Don't put a link to IM (Instant Messaging)

Should children be allowed to use the internet?
Young children should have access for the Internet, but it should be monitored by adults. You could use keystroke logger software to record kids online activities, and apply parental control software like web filter to block certain nasty websites.
