People typically mistrust that which has no public accountability, which is particular acute in the case of the CIA. In addition, there have throughout the 20th Century been many secret polices which detain people without sufficient legal probable cause and many people believe that the CIA is either involved in similar activities or is on the verge of being involved in those types of activities. Certainly the CIA monitors the lives of people considered "undesirables" based on certain criteria and they lessen that person's right to privacy.

This of course leaves out that the CIA is directly responsible for a number of civil wars and resultant brutal dictatorial regimes in other nations (especially in Latin America) which caused numerous deaths, economic problems, and social issues.

First off there needs to be some serious clarification here, CIA Officers are Americans who work out of U.S. Embassies overseas, and their job is to recruit foreign assets who give our country secret information. Another term for a CIA 'agent' is a confidential informant or asset. Now to the question of 'Do CIA officers carry badges or guns?' the answer is No. CIA Officers are not cops, they are not Federal law enforcement agents or police, they do not have any law enforcement powers like arrest, search & seizure. Only overseas in certain dangerous, high-threat environments do CIA officers carry weapons, like in Afghanistan. The only CIA employees who carry badges and guns are the Federal Security/Police officers who patrol and protect CIA headquarters in Virginia, and also within the Office of Inspector General (all federal agencies have an OIG), within that office there are criminal investigators who investigate waste, fraud, illegalities and other abuses within the agency, these OIG investigators do have limited law enforcement powers and do carry a badge, but these investigators are not spies and are no different from the OIGs in other govt. agencies like the Postal Service, the Forest Service or State Dept. Those last two examples are the only exceptions to the general rule that the 'CIA does not carry badges and/or guns.'

CO19 is merely the armed police of London, however - they are not directly involved with intelligence gathering. As an example, CO19 would also be called if someone was in possession of illicit firearms.
