For the most part; no, they are not armed. Unlike in the movies, the CIA is not a law enforcement agency like, say, the FBI. The CIA is primarily dedicated to collecting foreign intelligence. The CIA also, unlike the FBI or in the movies, does not have agents. There is a branch of the CIA called the clandestine service, and they have what are known as Operations Officers ("Spies", if you will). CIA officers are deployed all over the world and they collect intelligence by recruiting people in other countries to give them information.
