so I've figured it out. open windows task manager. go to processes. right click on the process called CNYHkey.exe and go to open file location. go back to the task manager and end the process for CNYHkey.exe. go back to the folder containing this file and delete CNYHkey.exe. this is a feature they decided would be convenient to tell you that the caps lock num lock etc... is on or off for keyboards that don't have the lights on them in the right hand corner of the keyboard. i don't know how they thought this would help.
