What you do is click the shovel on the left of the screen, click on the hole, and hold down the left mouse button and drag it all the way around the perimeter of your park. Then, click on the water button and click in your trench that you just made. It should fill up with water. If it doesn't, keep clicking lower in your trench until you get it. Now there should e an island in the middle. Now build your rides!
