What does it mean when a criminal case has been dismissed?
It means that the judge dismissed your charges. The prosecution will dismiss the charges when they cannot proceed in good faith or they cannot prove the case beyond a reasonable doubt at trial. Usually because there was a problem with a piece of evidence or the availability of a witness. Sometimes cases are dismissed during plea negotiations when a person will plead to one case in exchange for the dismissal of another. Sometimes the evidence unfolds and there is doubt that the person charged is really the one that committed the crime. Be carefeul, just because the judge dismissed your case doesn't mean they can't re-file charges against you, but that rarely happens.
Added; Judges DISMISS charges - Prosecutors NOLLE PROSEQUI charges.

What is the statute of limitations for domestic abuse?
I'm assuming you mean for criminal charges. In that case, "spousal abuse" does not apply because there is no such criminal charge in New York. Rather, if your spouse hit you or threatened you, the crime of assault is applicable, regardless of how the perpetrator is related to you. Assault breaks down into 3 categories: Assault in the 1st Degree; Assault in the 2nd Degree; Assault in the 3rd degree. Assault in the 1st degree is a Class B felony and the statute of limitations for bringing criminal charges is 5 years under the NY Criminal Procedure Law, Section 30.10. Assault in the 2nd Degree is a Class D felony and the statute of limitations for criminal charges is 5 years under the NY Criminal Procedure Law, Section 30.10. Assault in the 3rd Degree is a Class A misdemeanor and the statute of limitations for bringing criminal charges is 2 years under the NY Criminal Procedure Law, Section 30.10. As far as what constitutes the three different degrees of assault in NY (1st degree: NY Penal Code, Section 120.10; 2nd Degree: NY Penal Code, Section 120.05; 3rd degree: NY Penal Code, Section 120.00), it's very complicated and there are a lot of criteria involved. I could reprint the text of the relevant laws here, but it'll go on forever and just look like a bunch of gobledy-goonk. Therefore, if the offense against you occurred within the last 5 years, I suggest you contact the police and tell them exactly what happened so that they may make a determination as to what degree of assault you're talking about here and respond accordingly.

The Constitution also establihsed procedures for the creation of laws, which determines the branch of government that will act upon those laws within the justice system of this country. KM
This question isn't a law question in any sense that I can tell. Though the answer for why people do knife crimes as in stabbing cutting etc. is mainly what some call crimes of passion. To use a knife on a person you have to be up close and its more of a personal attack. Firing a weapon is more long range so you're more disassociated with it. But, knife crimes are very personal. It goes back to instinct. If you are in the mindset a knife is the only choice for some. While using a gun is what others would consider safe, they don't have to actually see the person hurt or die or even bleed. They don't have to know. They can just believe it and it is enough for them.
