Rather it is often referred to as a failed state ie as a state where the government is unable to provide for, as well as maintain control of, its population. While Somalia does in principle have a government, said government controls only a minor part of the country. However prior to becoming a failed state Somalia was under the control of Said Barre may by some have been considered to be a dictatorship at that time.

You might say that only under Gorbachev and Yeltsin Russia tried to become a real democracy. Although on paper it is now a democracy, many argue that Russia's judicial and legislative branches today are again firmly under the thumb of Russia's president, making him a dictator in all but name.

Dictators are normally seen with some contempt and fear because of the history of modern dictators. Lashing out in the media is a way to try and overturn those that are undeserving of control by influencing popular opinion.

Usually, in any dictatorship or totalitarian government there is no "choice." The leaders of a particular party or faction of the previous government overthrows, assassinates, exiles, or otherwise eliminates any other possible leaders. Or a party is chosen through an election (some are staged) and then the elected party chooses the head of state, who then declares themselves the dictator, supreme ruler, emperor, or what ever else they deem appropriate. And they usually disassemble any parliamentary or representative bodies of government or some like to pack them full of allies and imprison, execute, or banish any political, academic, or ideological opponents.
