What are the 4 cs in emergency management?
The four c model in emergency management is for Coordination, Collaboration, Cooperation and Communication. This model is an important aspect of managing disasters, crises and major events. Coordination allows all personnel and agencies to effectively work together even though each entity may have a different way of conducting operations. Collaboration allows all agencies coordinating together to work for the same objectives - in emergency management, these objectives often follow a three phased goal of life safety being first, scene stabilization being second and property protection being third. Cooperation is simply an act and entities cooperating with one and other while working towards that common objective. Finally communication... Communication is often seen as a cornerstone of emergency management - entities must be able to properly communicate with one and other and in an effective and critical manner otherwise a disaster can lead to failure in the end. Two great resources to learn more about how these four steps are effectively used in emergency management is the National Incident Management System (NIMS) and the Incident Command System (ICS).
A nuclear incident would have a great impact on the environment and people, but would be the least likely to occur.
Several people answered "biological", but I would question the "least likely" aspect. A nuclear incident would have a greater effect on the environment compared to a biological incident.

How do you perform CPR on a ventilator patient?
When a patient on a ventilator requires CPR, medical staff normally disconnect the patient from the ventilator and deliver the rescue breaths manually with an AMBU bag. The AMBU bag is attached to the endotrachial or trachial tube; which is the site where the ventilator tubing was originally connected.
Compressions can be performed as ordered by the staff member in charge; newer patient beds can become firm by pressing a button. Otherwise, it is common practice to place a backboard under the patient to allow for more effective compression delivery.

Has ICS been used to manage both emergency and non emergency situations?
Yes, ICS can be used to manage a large, non-emergency "event".
What are the responsibilities of the operations section chief?

How long must an atnaa or cana auto injection be held in place to treat a nervous agent exposure?

In order for a nified command to work properly?

What type of protection will you need to work with or near contaminated materials?
protective gloves
Answer:
This depends on many factors - the nature of the material, your proximity, your particular sensitivities and so on. The precautions could range from none or staying upwind to using a fully enclosed "moon suit". There may also be government requird precautions such as are in place for asbestos work.
Contamination can occur by respiration of gases or particles, absorption into the skin or ingestion. Even clothing worn can continue to contaminate you and your house/car after you leave the job site.
You should first determine the nature or type of the materials then review any OSHA or similar precautions that should be taken. WHMIS sheets should be consulted. Local industrial hygiene associations may also be able to help you.
An emergency first aid kit should include?
There is no one-size-fits-all answer to this question as what you need in your first aid kit depends on what sort of setting you will be carrying it in. A meat-processing plant would need very different things than a bank, for example.
There are a few things I would recommend all kits to have, though:
Again, this is at a minimum. Tailor your kit to your situation.
What is the span of control under ICS?
In the Incident Command System (ICS), "span of control" refers to the number of subordinates who directly report to a supervisor at any given level of the organization. For example, the Incident Commander (IC) may have three command staff and three general staff reporting to him or her, giving a "span of control" of 6 personnel. Each of those 6 personnel will have their own spans of control, but none of those other personnel directly report to the IC.
The desired range of span of control is 3 to 7 personnel, with 5 being optimal. Under certain conditions, up to 10 personnel may be assigned to one team under a single supervisor.

It is important because it could not only save your life, but also the lives of the people around you. If you live in the land locked area of a country, there really is no need to prepare for a hurricane.

Can you connect an AED on a conscious person?
Generally speaking, no. However, there is always the exception. A person can be in V-Tach and still conscious (which happened to my brother-in-law). It would usually be obvious if a person is in distress with a heart issue in which case you would want to hook up the AED.
What is a emergency preparedness kit?
Depending on where you live and work, and the prevalent hazards in those areas, at a MINIMUM, an emergency preparedness kit should have the following items:
These kits are also called GO-BAGS, and should be fairly light and portable.

Do you give water to a person in shock?
Unless you know what they are in shock from, don't give acasualty anything by mouth. Shock can occur from several things, so you need to know why they are in shock. If it's a simple case of fainting due to excitement or low blood sugar then water in small quantities is fine. If it's due to bleeding and trauma from impact IE car accident etc. you want to avoid giving them anything until internal injuries are ruled out.
