Some are obvious for indoors because if it is too hot people become lethargic and will feel sick. Also will spend lots of time at the water cooler. If it's too cold they will complain and rightfully so, accomplish little, shiver and try to work with gloves on. Outdoor workers typically dress for the conditions, but depending on their type of work, it can become impossible as in hot and cold extremes, heavy rain or snow.

Shelter- have it near the shore but not too close or it will be windy and cold make a bamboo lean-too against a tree and use vine to tie it the bamboo togerther and secure lean-too into ground then cover it with pom fronds here is the bed

Pollution because the air needs to be clean and evaporated for good healthy breathing habits. Electricity is what people need to make living efficient and comfortable for living. I agree their could be several answers, but this came to my mind quicker.
