Depends on what, exactly, you're doing. Can be just a few bucks ($25-$100) up to confiscation of boat, gear, vehicle, etc plus jail time. Really depends on where you're fishing, what you already have caught and any other violations they find when they catch you. Well there are 2 main types Graphite and Carbon. The Carbon based rods are really flimsy and are used for hairs such as crankbaits, while your graphite rods are more heavy duty, something that you want to use for a worm, jig, spinnerbait, topwater, baits like that.

You can use any type of worms for fishing, as long as they are alive and still wiggle. However, they may be difficult to find under your own yard. Here in America, there are actual "Bait and Tackle" shops. "Sporting Goods" outlets are a good place to check, as well.
