It depends on how you intend to install the plastic tiles. If you are going to mechanically fasten them, say with screws or nails, then go for it. If you are going to glue them, then never a good idea. I would remove the wallpaper. It's time consuming and can be a mess, but ultimately I would sleep better knowing my tiles aren't going to fall off the wall.

Does glue down flooring adhesive need to be removed before laying porcelain or ceramic tile?
From my experience, It is recommended to remove as much existing glue as possible then apply a sealer just for this purpose available at your local hardware store or tile shop. This creates a positive bond and will ensure a long lasting tile installation.
Take note that if your glue down flooring is glued down well and is not loose or coming up they make a couple of products that prep this flooring which allows tile installation to be applied right on top. I have not personally used this as I am an old school type of installer however I hear that these products work well.

How do I install a laminated floor?
Laminate flooring has become very popular since its introduction in the United States in 1982. Easy to clean and take care of, laminate floors are becoming a favorite of home owners. Laminate flooring is easier to clean than carpet, it comes in many different designs, and you can install it yourself.
The first thing you have to do is get rid of any other flooring. If you have carpet where you want to install laminate flooring, you need to be sure to pull up carpet, pad, any carpet tacks, and any other debris that has collected there. Make sure the floor beneath is level, and if not, level it out. Vacuum the area very well.
Next, you need to remove baseboards. If you are very careful when you remove the baseboards, you can reuse them after the floor is installed. If they are not in good enough condition to use, you will need to purchase and install new ones. The bottoms of the door jambs will need to be trimmed with a coping saw so that there will be room underneath to fit the flooring and pad. Measure the height of pad and flooring together so that you know how much to trim. Once all that is done, you are ready to lay the underlayment pad. The separate pieces of the pad can be held together with clear plastic tape.
Now, you are ready to install the flooring. Most laminate flooring comes in pieces that easily snap together. You will need to trim the snapping connectors on the pieces that are next to walls. You need to leave enough width between the flooring and the walls so that you can reinstall your baseboards. Start in a corner and put spacers between the wall and flooring to make sure the flooring does not slide up against the wall. Then you can start laying your flooring. As you go along, you may want to use a rubber mallet and a pull bar to smooth the flooring out. Once all the flooring is laid, reinstall your baseboards.
Installing laminate flooring yourself is a fairly simple process, and you will have the satisfaction of knowing you completed a home project yourself.
Can you glue tiles on top of linoleum?
Yes and no. If the old linleum is peeling and seems loose then I would pull it up. If however the old linoleum is still in good shape and isn't peeling then yes, but steps must be taken. if it's on a cement floor then you need to coat the floor with a bonding agent or use a higher performing modified thinset. If the linoleum is on a wood subfloor I'd just staple metal lath right over the linoleum and tile it. I would use a bonding agent that most specialized tile stores sell. since there are so many just go to a tile store near you and ask them what they have.
Can you lay laminate on top of laminate flooring?

What flooring can you lay on top of ceramic tiles?
You can lay tiles again but make sure you buy proper mortar. You can install any kind of floating floor such as laminate, engineering wood, interlocking vinyl tile.
Your main concern should be structural integrity of existing floor, if its not falling you can do pretty much anything
Can carpet be laid on top of laminate flooring?
No.
If you want to lay tile on top of anything other than concrete, you need to install a backer board like Hardi Backer. If the laminate floor is a floating floor (ie: Pergo) then you will have to take that all up first and then install your backer board.
If you don't install a backer board and the sub floor underneath the tile is able to expand/contract or shift, the tile may break and the grout will crack.
What are the correct size nails for framing?
For conventional 2x framing practices the accpeted nail is a 16d nail. The length ranges from 3.25" to 3.5" and has a large head. If nailing through treated material it is recommended to use a galvanized nail, however some treated materials react adversely with galvanized materials so it is best to follow manufacturers recomendations when selcting a fastener. In general a good rule to follow is at least 2/3 of the nail or screw should enter the adjoining material for any project.
How do you remove vinyl flooring?
A heat gun and a scraper works well, but it takes a fair amount of time. The local hardware store may have chemicals to soften the tiles, and the local rental shop may have special tools to tear the floor up quickly.
Cut into strips and remove the wear layer. If the backing is a paper product, spray with water and remove with a razor blade scraper.
How do you get glue off a hard knot wood?
It depends where the area that you are wanting to get at, is but a scraper is usually the most common way. A scraper is a piece of hardened steel, usually about half the size of a standard letter envelope and the edges have been filed in a way so that there is a bur on the edge that can be used to scrape off glue etc from timber. You will obviously scrape off layers of timber at the same time but if it's done properly you won't be able to tell (i.e. don't remove too much otherwise you'll leave a dent in the timber where you've worked). I don't know of any way to remove glue from wood grain without removing some of the timber itself (I'm a fine furniture maker). The scraper is held upright on the flat surface of wood and pulled towards you (you might need to look up pictures on the net). Scrapers can be bought at most woodworking/tool shops. All the best!

This process can be done but it is involved and will take some time. First, clean the existing floor. Then lay down and secure a moisture barrier. Then you can install the flooring. However, prior to laying out the floor make sure that you allow the laminate flooring to acclimate to the climate of the house to ensure that it takes well.
How can you remove scuff marks from a linoleum floor?
Even though rubber soled shoes leave the marks, you can rub the marks with your shoes and they will go away.
Can you use a miter saw for wooden flooring?

The following works on VCT tile glued to a cement floor - primarily in a space less than 900 square feet (any more than that I would recommend at least looking into an air-powered scraping tool): The flat end of a heavy crow bar can slide between the tile and floor serving to remove the VCT. It's a lot of work (repeated chiseling motion is necessary - but this seems very effective). Another tip is to use a heat gun on VCT tile which is glued down really well. The heat breaks the glue-bond down effectively. Overall, this is hard work, hard on your hands, wrists, and potentially your back too. In particular my hands and wrists have gotten quite sore doing this. I thus recommend using weight-lifting (well padded) gloves perhaps underneath work gloves (or just pick up some very durable work gloves). Anything to alleviate the shock to your joints and hands will help you accomplish a lot more with a lot less pain. Lastly, absolutely wear eye protection of some sort - you'll need it as the process will kick up things into your face.
Can you install tile flooring on existing laminate flooring?
In most cases yes. You should still follow recommendations by each manufacturer because they could vary. Make sure that the exisiting flooring is not lifting or curling in any areas. Use a recommeded laminate underpad that suits your circumstances and then follow the instructions on the box.

The tools available for rent to average consumer will take you over a week to do something we can do in one day, and also get your inferior results. I'm a big fan of DIY, but this is one thing where the pros have a distinct advantage of knowledge and equipment. You can do it, but if you want done quickly and properly (with good results), leave this job to the pros. you don't!!! or you get a profesinal! good luck!
