Is Cameron Dallas a foster child?
No. He lives with his biological Mom & Sister. His Father left them when he was younger.
There are different types of homes for children and for disabled adults. Normally group homes for children are agencies of the government which places these types of children, mostly delinquent children, in these types of homes and for a specific amount of time. The only other type of homes for children are foster homes, which can be started by any single or couple who are willing to become foster parents. Every state has its own rules by which this is done, so you will have to check with that state. Generally there has to be enough facility to hold a group of foster children, and the potential foster parents must undergo a background check and application process.

This is a big if. Foster parents are paid, and they must have a social security number. Their backgrounds are also checked before the child is placed. If it is only a family matter, then the family decides what to do, but it could be difficult for the child to get citizenship papers later.
Can it be dangerous to be a foster parent?
This depends on the child. I work in a behavioral home for children age 4-12. The kids I work with have often hurt their caretakers during rages. Right now, I have bruises from a 10 year old girl whom I had to restrain so she wouldn't run away in downtown fort worth. My coworker is off because of a back injury from these kids. If they are higher functioning kids, no way. But severely traumatized kids can be extremely dangerous to themselves and others. Another child has permanently damaged a baby from bashing the baby's head into a crib. She should not have been left alone with the baby, but still, most kids would not do something like that.
You need to get good information on the type of kid you might get. Expect fits in the beginning, they will test your limits to see if you will keep them safe. But, don't agree to take specialized kids unless you are willing to get the bruises, lock up all knives, medications, and other potentially dangerous items. Also, in severely abused kids, they can make false allegations, so your reputation is something to consider. I would never ever ever as a single parent take in any child because of this. I've seen too many times kids get mad and make up a story that could not be true.
People love to assume caretakers are at fault when things go wrong, because there are many who do not do a good job. But the good ones I think are at risk. I am saying a lot, but keep in mind I only work with behavioral kids. So I'm seeing the worst cases. There are many sweet kids who need good homes. Just insist on taking basic children. Anything beyond that could be dangerous.
This is not an issue for the court, if this is happening and you do indeed have evidence of child abuse by ANYONE, you should take your evidence to your local police. It is the job of the police to make sure crime does not happen and that criminals are detected, arrested and tried. Child abuse is a crime.
If you have already pursued the matter through the police and do not have an attorney representing you, it is essential that you find one who specializes in this area. You can find one through the American Bar Association (ABA) website for your state. They will refer you not only to their own search program, but to other attorney search websites as well. You want to find one that specializes in child abuse and then interview them to see if they are willing to go up against a juvenile court and will be aggressive about it.
If you cannot find or pay for legal help and feel your rights or those of the children are being violated you may try calling the American Civil Liberties Union (ACLU).
Be aware that whomever you choose to represent you should tell you honestly whether the evidence you have is admissible in court and if they think you can win. There are often mitigating circumstances regarding evidence, particularly when it regards the testimony of a young child.
If this is regarding a child or children in your care, you should meanwhile be providing counseling through a child therapist who specializes in sexual abuse. It is most important that they receive the care they need to overcome what has the potential of being a lifelong source of pain and may affect their current behavior and future relationships.
Can i foster an infant from Syria?
This depends entirely on particular circumstances concerning where you live, particular VISA conditions, whether the child is in Syria or in refugee camps in Jordan, Iraq, Lebanon, or Turkey, whether the child is an illegal or legal resident in a different jurisdiction. Please consult a local adoption lawyer for specifics related to your case.
However, some general information is that the US, Canada, EU, Australia, and most other first-world countries are signatories to the Hague Convention of 29 May 1993 on Protection of Children and Co-operation in Respect of Intercountry Adoption, which provides ground-rules for inter-country adoptions. Syria and Iraq are not party to this agreement, Jordan and Turkey are, and Lebanon is in the middle of registration. It is also unclear what the possibilities are for adopting a refugee and many countries have differing statutes on this issue.

Does a foster child get money to go to college even after they leave the foster care?
This varies from state to state, but often no.
In Florida, if a child ages out of foster care, or is adopted after age 12, or is adopted as part of a sibling group (or some other special needs conditions) and continues their education, then their education is covered by the state: 4 years of a state university or technical school.
Age outs who are participating in the road to independence program can get a check every month to help encourage them to further their education rather than repeat their birth parents cycle.
Foster care is when you live with a family that is not yours. You are placed in their home and made to feel like their family.
