The insect is a cicada. (family includes the co-called 17-year locust)
I live in Kentucky on lake Barkley and we have alot of ticks but as soon as the toad and frog babies start to come out of the lake and ponds the ticks disapear and fast. So the baby frogs and toads are what eat the Ticks around here.
