Yes there is but you can't do it on mobile devices you have to do it on computer. It's called amazon.com (I'm sure you've heard of it). Assuming, by internet, you mean Safari, you can't. If you mean you want to disable wireless communications to the internet on the iPod, I don't think you can do that either. Turning off your router would be an easier solution.

Because normally restoring your ipod does not work. You must PLUG IN YOUR IPOD, ignore the message that pops up.

1. Hold down the home and power button at the same time.

2. ignore the off option, then when the apple logo pops up, let go of the power button.

3. When the itunes and plug icon shows up on your ipod/iphone, let go of the home button

4. Now ITUNES SHOULD FIND THE IPOD AND RESTORE IT!

reset your itouch job done will teach you to remember the code :P

The important thing to remember is to Set-up as a new iPod and not restore from back up. The latter will result in the restriction code still being there.

Looks like Apple's begun charging full price if you try to download an app you've already bought over the iPhone. This did not used to be the case - previously you'd be given a dialog stating you'd already bought it and you could go ahead and re-download it for free. Now the dialog says you can still re-download it for free on your computer (via iTunes), but if you want to download it again directly to your iPhone, you've got to buy it again.
