I agree with Nij, but I believe most networks are listed as mega bits per second (Mbps), not megabytes (MBps). If this is true in your case, multiply the 1500 by 8, to get 3 hours and 20 minutes. The only way the App Store could not be on your iPod Touch is if you have a jailbroken iPod and it was deleted. The App Store is an app that cannot be deleted on a non-jailbroken iPod Touch. Restoring the iPod Touch should fix that. You will loose your jailbreak by restoring however.

I can only assume that you just need to login to the store with a different account and transfer purchased items to the connected device.

I think you should know the differences between iTunes and Apple Music.

1. iTunes is an one stop digital media store which is more than just a media player. You can purchase DRM-free songs from iTunes store. You should separately purchase the song you want.
