Apparently not enough gas is getting to the engine after the choke is taken off. Things to check: (1) clogged fuel filter = restricts the amount of fuel entering the carburetor (replace); (2) carburetor adjustments = needle valve may have vibrated to a more closed (leaner) position: close needle valve and then rotate counterclockwise 1-1/2 turns to start the engine; adjust for richer mixture by turning counterclockwise until engine begins to stall due to too rich a mixture, then turn clockwise until engine starts to stall due to too lean a mixture, then set the valve halfway between the two points or to the point that makes the engine "purr" the best. (3) If this doesn't work, it's likely that the linkage may be bent and thereby preventing the throttle to open/close correctly. My question is this There is a needle valve at the top of the carb, another on the left hand side, and a screw that deals with the throttle cable...where should the throttle screw, and the other needle valve screw be set to for best starting results?

Well, I have a couple of these, and they are 6 volt systems, and are POSITIVE GROUND. This means that they are reverse of the polarity found in most other vehicles. Turn the lights on if you have them, and if they go on you probably have other problems. Assuming that you have that all right,I would start with the starter switch, and that is the switch that is pressed on the actual starter when you pull the start knob from the driver's seat. There are many things it could be! It could be that you have a frozen engine(rust could be in a cylinder), or fluid such as water or gasoline could be filling one or both cylinders. If you hear the clicking of the starter, but the engine won't move, you may have a cylinder prob. I'd take out the sparkplugs(make sure you remember which wire goes with each)and try to turn it over with them out. Also, check the fuse which is on the upper end of the "dashboard". It's under a little cap that you push and twist to get off... your gray, multi position switch should make the instrument panel light come on in the third or fourth positions(all tractor lights on) if it's making contact(not if your bulb is out, of course). Good luck..they are great tractors! Treat it nicely, and you'll have it longer than any of these new ones...
