Why havnt I got the VA form 21-8741-1 in the mail I get it every year?

You will not receive a form 21-8741-1 unless there is either an increase/decrease due to rating change or a cost of living increase. It is Feb. 21, 2012 and I have not received mine, either. The last one I received was dated Dec. 29, 2008 and it was received Feb. 2, 2009.
