Getting to the root causes and getting the student's cooperation is much more likely to produce positive results than making them attend, especially when the root problems need to be addressed in order for them to learn once they are there.
This is not to say that parents and school officials should let the student off the hook about attendance. It just means that getting to the root cause of the problems is much more likely to get them to learn once they attend than simply forcing students to be in school physically.
