My eyes are 20/400 & 20-500 but together I see 20-60 and I am not considered legally blind. I know that not only in WV but when you file your income tax in the U.S.A., you can be "tax deductable" if legally blind, but this is only if your visionis like 20-200 with corrected lenses. In some cases, this is an allergic reaction. In other cases, this puffiness is a reaction by the body to seasonal allergies or airborne irritants. To combat it, try several home remedies. One such remedy is the used tea bag trick. After you have had your cup of tea, refrigerate the bag. Use two damp, cold teabags as compresses for your eyes. Leave on 10 minutes, then rinse eyes. My mother finds that sub-titles are essential because she often can't follow the action and can't recognise who is coming in and out of the scene - at least sub-titles give her an idea of what's happening, and they are in the peripheral vision area. (For people who are nearly blind, the audio commentary option is also very useful.)
