An amendment was made by John Tallmadge of New York, which basically said Missouri would not allow the spread of slavery in the new state, and that children who were born into slavery after Missouri was recognized as a state would be freed on their 21st birthday. This amendment was adopted and the bill passed the House, but was rejected by the Senate. During the next session of Congress (1819-1820) the matter was brought up again, but had been complicated even farther by the fact that Alabama had been admitted as a slave state, bringing the total number of free vs. slave states to 11 each. At the same time, a bill was introduced to allow Maine to become a State. Much discussion ensued, and a number of amendments were proposed. one compromise was to allow slavery in the Missouri Territory only south of the 36/30, the southern boundary of state of Missouri, with the exception of the State of Missouri itself. Then Speaker of the House, Henry Clay, offered an additional compromise. This compromise is known by a number of different names, but is commonly called the Missouri Compromise, or the Compromise of 1820. In it, Clay suggested slavery be allowed in this State. At the same time, though, he said Maine should be admitted as a free State. This was eventually agreed upon, and allowed both States to be admitted to the Union, as well as maintaining the fragile balance of Free vs. Slave States. Interestingly, the Kansas-Nebraska Act of 1854 actually repealed the Compromise of 1820 and allowed each individual state to decide whether they would allow slavery with their borders or not. In addition, the Dredd Scott Case which was decided by the US Supreme Court declared the Compromise unconsitutional, as it deprived citizens of their right to own property (slaves). The Dredd Scott case is considered by many to be one of the key ignition points leading up to the American Civil War.
