I have a 2004 Mini Cooper S and the 100 amp fuses are located under the fuse box under the hood. You will need to disconnect the battery first, then remove the 2 strews lolding down the fuse box. Then remove the wire bundle that leads to the front end of the fuse box. Flip the whole fuse box over and the 100 amp fuse is located onder the back end of the fuse box under the protective cap.

I believe the early coopers are the same as all mini's and that is dry suspension there is a solid rubber ring and that's the total suspension . I think the suspension works with a type of swing arm attached to the wheel hub and the other end located by a socket into the rubber ring (or doughnut) as it was known hope this helps
