You can only add a second floor to the classic Neohomes.
To do this, you have to have at least one room on the first/ground floor. Then you can click "2nd Floor" above the layout image of all the rooms. Then you can click on the tile where you've got a room below it.. and build!
You cannot build rooms so they are overhanging floors below. They must be overlapping exactly, or have extra spaces. They do not have to overlap exactly, they don't have to go to the very edge.
It doesn't 'mean' anything, it's just a random speaker message at the Virtupets station. It's a message for one of the station's background characters, and doesn't affect you, the player in any way.

In order to remove your Petpet Park account, you must submit a ticket.
- To submit a ticket, go on the Petpet Park homepage and scroll below and click Help/FAQ.
- Once you get there, there should be an option where you can submit a ticket - Click it!
- After that, in Ticket Description, below it'll say to select an issue type. Click and select what issue you have and below 'Remove Account' will be listed.
- Once selected, you must include a summary, your Petpet's name, your birthday and a clear, accurate reason as to why you're removing your account.
