It may be a a space issue. It is not unusual for prisons to house locally sentenced inmates or local jails to house felony prisoners. Some (many?) prison and jail systems house each other's inmates on a space available basis, so that they do not fall afoul of court decisions which limit the number of inmates that they can house without exceeding a court-imposed limit.

Typically, no. However, it will be more accurately determined by your original sentence and the statutory sentencing laws of the state in which you were convicted and sentenced.
For instance, the only way an inmate in Michigan or any of the other Truth in Sentencing states could be reviewed for parole after only nine months would be if the minimum sentence he received was nine months. the shortest term of incarceration I have ever heard of in the MDOC or any state DOC is one year, and most offenders serve eighteen months.
Expect to serve at least half the maximum sentence. There is a saying in prison: "Hope for the best, but expect the worst."
If your maximum sentence was three years, count yourself fortunate, learn your lesson, and change the direction of your life. With a sentence of only three years, you were given a second chance that many never receive.

Although his escape could perhaps be considered a resurrection of his life (or freedom), Andy was in no way a completely innocent character, simply innocent of the crime for which he went to jail.

The state of Michigan has one of the highest per capita incarceration rates of the US. The incarceration rate of sex offenders in Michigan prisons has been said to hover around 20%. Wow! Having just crunched the numbers myself, I am horrified at the rampant epidemic of sex crimes being committed in the state of Michigan. To put it into a larger perspective:
The conviction rates of sex crimes in the state of Michigan is in the high 90's percent (varies a little by county). Those who are accused are most often convicted. Round the number of accused up to 3,000 to take into account the very few acquittals. So, with a population of 9,883,360, the rate of sexual offenses per capita in Michigan is about .003% -- a statistical hiccup. With a recidivism rate around 3.5%, an estimate of 103 (rounded up) of those sent to prison in 2011 for "sex crimes" may reoffend, or less than 10% of the inmate population of a single MDOC facility.

Not Currently. Duane Chapman, more commonly known as Dog the Bounty Hunter, did spend time in the Texas State Penitentiary in the late 1970's after being convicted of murder. He had been waiting in a nearby car while a friend was trying to by some "pot". The friend (possibly accidentally) shot the dealer in the midst of a fight. Since it was a killing in the midst of committing a crime it became murder and Duane got charged as an accessory for being involved in the drug deal.
Duane did spend some time in a Mexican jail and in federal detention in connection with his capture of Andrew Luster, a convicted rapist, who jumped bail and fled to Mexico. The Mexican authorities charged him and his team with kidnapping since bounty hunting is not legal in Mexico. After he was released on bail, Duane and his team became bail-jumpers themselves and returned to the USA. Eventually Mexican authorities got the US Marshalls to arrest them and requested they be extradited back to Mexico. After spending a night in federal detention (Duane referred to it as "federal prison") he was released on bail. Eventually a court in Mexico dismissed all criminal charges pending against Duane based on the statute of limitations expiring.
