If you give presents to the character you want to marry daily, you will make their affection for you go up, there are many heart stages. A heart stage is the color of their heart. ex.blue is a heart stage. During a heart stage, you are likely to run into a heart event. When you walk in to see them, you might walk up to them or you might see talking. It might look a little strange because your character is doing things you did not command. It is like a little scene. In my opinion, the most user-friendly and feature-filled RPG editor out there is RPG Maker VX. You literally can make complete sprite-based RPGs without any scripting knowledge whatsoever. The downside here, is that, unfortunately, you will have to pay for it. It costs the same as a new game, 50 bucks, but it does include a free month trial, so you can try it out for a while and no harm done. You can even import your own graphics if you like.

A cheap (but not free) option is to take a look at the Neverwinter Nights community. NWN comes with an editor that will allow you to create your own games. If you don't have any programming knowledge, there are some programs you can which will generate scripts for you, very user friendly. So, again, I know that's not what you asked for, but 10 bucks ain't bad.

You can buy a steel pick axe in the Grand Exchange (G.E.) in Varrock, or buy it at the pickaxe shop in the Dwarven Mine in Falador, but this is far off from the main pathways of most players and can be hard to reach in some cases. The prices at the Grand Exchange are also the best out of all.

No. The options on the containers holding them are not set to refill themselves, as can be seen in the Elder Scrolls Construction Set. However, you can create a modified version of the game using the construction set that allows for them to respawn. If the option is switched to on, they will refill themselves every twenty four hours. (Game time)
