The above statement is incorrect. Default Federal student loans that are not being garnished CAN be consolidated. I do it everyday. If a defaulted loan has a wage garnishment attached, then the underlying defaulted loan may or may not be consolidated, depending on the guarantee agency. About 80% of the guarantee agencies will allow a consolidation while be garnished, the other 20% will not. I have helped people with their Federal student loan problems since 03/2001, so I know what i am talking about.
