If you haven't entered the lottery then you can not have won. Furthermore you would have had to enter online and then they would know your name and use it in the correspondence.

This is a scam, trying to get personal information from you, do not respond. The people who set this up want to steal money from naive people who want to get rich quickly, and sadly there are hundreds of people like that in the world. Do not respond because you will be disappointed.
