pop trunk and locate Phillips head screws right above brake light assembly these screws hold the whole assembly in place.All you got to do is unscrew all Phillips head screws, then the whole brake light assembly folds down, you might have to pry on it a little with a flat tip, then you should be able to get to the tail light from there. Just untwist old bulb then twist new one in.

You fail to list what model KIA and what engine. The only 1999 KIA that has a chain is the Sephia with the 1.8L engine. This is an INTERFERENCE engine and as such, if the belt breaks, serious engine damage will occur. The belt must be replaced every 60,000 miles, except California models which is every 100,000 miles.

Locate and open radiator drain plug into container. (apx 3 gallons) Remember antifreeze is posion!!! Remove radiator cap. Loosen intake hose clamp, Loosen the two wing nuts on the plastic part of the air intake atached to the top of the radiator and remove. Loosen the radiator clamps and remove the hoses from the radiator. Loosen the two transmission lines.(DO NOT BEND if possible) Remove the two bolted clamps on the top. Carefully lift straight up and out.
When replacing, be carefull not to cross-thread the transmission lines.

Flip the seat up on the passenger side. There you will find the tools needed to remove the tires. In this kit you will have to assemble two rods. When you open the hatch there is a hole located about center way. The rods you assemble will go into this hole and when "cranked" will lower your spare tire. Keep in mind that you will have to engage the rod into a slot to enable you to lower the tire.
