U.S. military bases fall under military jurisdiction, thus, any potential infraction is prosecuted under the Uniform Code of Military Justice first, then standard U.S. (civilian) law if no UCMJ infraction occured (there are certain crimes which are only crimes under civilian law, not military law).

Non-military individuals normally subject just to ordinary civilian law retain all their normal rights under U.S. law, with the stipulation that certain extra restrictions are allowed, due to the circumstances of being on a military base. For instance, while on-base, a normal u.s. civilian citizen cannot be prosecuted for calling the base commander (to his face) an "incompenet loser unfit for command" (which very well might be a crime for military personnel to do), but they may be restricted from picketted the commander's office with placard signs and chanting slogans.

Civilians can get onto post. National Guard members can get onto post. However, being in the National Guard will not get you access to restricted access installations. For example, access to Cheyenne Mountain is very strictly controlled, and being in the National Guard without a legitimate reason for being there will not get you access.

U.S. military bases are NOT part of the U.S. - they are part of whichever country/territory/etc. they reside in. Flying the flag there is irrelevant - just as irrelevant as if someone flew a flag of another country outside their house. Legally, military bases are just leased land (though, in most cases, the lease stipulates that the U.S. retains jurisdiction inside the base), and that does NOT change sovereignty. Embassies (NOT INCLUDING consulates) are a special exception in international law, in that they are considered sovereign soil of the country situated on them. All other foreign institutions on a country's soil do NOT change soverignty.

In John McCain's case, the salient fact is NOT that he was born on a military base, but that he was born in the Panama Canal Zone, which was officially U.S. territory at the time (via congressional legislation designating it so), and thus, he is considered a natural-born citizen (and eligible for the Presidency).

To make this more clear - legally, a child born inside a U.S. military base on foreign soil is NOT automatically entitled to U.S. citizenship via the 14th Amendment.

This is a trick question given to most new military members aka boots. As there are many trucks located on a base but when asked "where is the truck located at on a base"? The answer is at base commanders flag pole or the cg's flag pole. The truck is not an automobile but instead is plan to defend the bases flag at all cost. In some stories the truck is a case at the flagpole with a razor blade and a match to destroy the flag as our flag is never to be taken and also is said to have a bullet and a map which leads to a burried gun so the last man doesn't get taken prisoner. About half the cantonment area is in Tennessee too. The significant features on Fort Campbell that are in Kentucky are division headquarters (which is just barely in Kentucky), the main post office, the main exchange, the parade field and Campbell Army Airfield. The Air Assault School, the ammunition supply point, the G-4 supply warehouses, and most of the ranges are in Tennessee, as are almost all the tactical training areas.

That'll be dependent on the policy of that base/post. Federal military installations no longer share concurrent jurisdiction with the state they're in, although state owned installations are still under state law (such as Fort Pickett, VA).
