Can you get a warrant with out a judge in Nebraska?
No. Warrants must be approved by a judicial officer of some type (i.e.: Justice of The Peace - Magistrate - Judge - etc). This is not to say that law enforcement cannot immediately act when a criminal report or complaint is made to them, if there is sufficient probable cause to make an arrest.
An arrest warrant can only be issued if the person it served on has violated some law. It can be supposed that you may asking if you can be arrested for failure to appear in a divorce and custody case. As such matters are of a civil not criminal nature, you cannot typically be arrested for failing to appear, regardless of the reason. If, however, you were ordered to appear by the judge, and you did not, you may be held in contempt of court, and it would be a very good idea to contact the judge's clerk and provide documentation to support your failure to show.

Does TN have bench warrant reciprocity with PA?
There is no "reciprocity" other than extradition between TN and PA or any other states. If there is an arrest warrant in State X and the person wanted is in State Y, X has to ask Y to allow them to come in to Y to retrieve the prisoner. This request will not be made unless the authorities in X are willing to spend the money to send officers to Y to escort the prisoner back to X. The process of bringing the prisoner from one state to the other is called "extradition."

The way the question is worded it is obvious the questioner wants to make a case that the defendant is being placed in a "double jeapordy" situation, which is unconstitutional. There is this possibility - if the defendant committed the same offense against more than just one individual/complainant, each offense can be charged as a separate and distinct incident.

The 5th Amendment states that a person can be tried for a serious federal crime only if he or she has been indicted (charged, accused of that crime) by a grand jury. No one may be subjected to double jeopardy - that is, tried twice for the same crime. All persons are protected against self-incrimination; no person can be legally compelled to answer any question in any governmental proceeding if that answer could lead to that person's prosecution. The 5th Amendment's Due Process Clause prohibits unfair, arbitrary actions by the Federal Government.

Can Alabama arrest you on a Florida second degree misdemeanor warrant?
Yes they can.
-
They can if NCIC says it is extraditable. If it isn't, they will likely let you go. However, you might get pulled over a lot. Police can check NCIC for warrants by running your license plate numbers. I had a friend who had an outstanding warrant in Michigan, but he lived in Indiana. When a police officer pulled him over, he told my friend that a warrant showed up on the computer but said, "That's Michigan and this is Indiana." and let him go on his way. Probably it wasn't extraditable because otherwise the officer would have a duty to arrest him because of extradition agreements with all states.
Is a warrant issued for something different result in a probation violation?
Question is unclear - but - are you asking what will happen if you are on probation and commit another offense for which an arrest warrant is issued (???) - It most likely will result in your violating your probation for the original sentence and very probably mean that you could be remanded to jail for violation of parole (VOP).
No NO NO they cannot.

They already have a warrant for the arrest of a person so they do not need another one to entire the residence of the named person. However, they do need a search and seizure warrant to search the premises for anything or anyone not included in the "outstanding" warrant.
You can notify authorities of the whereabouts of said person and then it is their decision whether or not to take any action.
