There is only one nut holding the tie rod end to the wheel but even when you remove it the tie rod end will not come off. To get it off you should Slacken the nut, DO NOT remove the nut completely, then use a big hammer and hit the metal holder into which the tie rod end is fitted (i.e. the metal that protudes from the wheel/hub) After a few blows the tie rod end will become free. You can now remove the nut and take the tie rod out.
