If it's a CD that was purchased with software in the folders, you probably cannot delete the folder as the files within it are write-protected against accidental deletion. Also I do not really know what you mean by "turn off some of the operating system". The operating system is necessary to run the computer so you can't really "turn it off". Did you delete, accidentally or intentionally, any files in your Windows folder? Perhaps some files are corrupt, or you have a virus or malware or your hard drive is worn out. Hard to really say without more information but maybe that gives you some starting points for finding an answer?
