Nobody knows, ports with so high numbers can be use by any application. If it's a local port most likely it was used by browser or file exchange program.
It sounds like it may be fried. You could try plugging it in and then use the 'find new hardware' tool under the Control panel and see if that works.

Now to put a document in a folder you go to file or right click and click save as, a box will come up that will give you options as to what to name the file what format you want to save it in and a way to browse back to the desktop where yo select the new folder you created and then click save. your document is now inside that folder. you can place the folder where ever you like by either dragging and dropping or sending it to.

There would be no reason to do this. I have fixed graphical settings and problems without ever going into safe mode. If the problem is with the monitor itself, then safe mode would have no effect.
