I'm calling BS on this, simply because of the fact that, once you remove your phones battery( I usually hold the power button for at most 20 seconds afterwards, out of old habit from having to reset some of my older phones), there is no longer a significant charge within it to power any of the phones abilities, let alone the GPS, which is, apparently, the preferred method that law enforcement uses to triangulate your location, even though, it's still not all that accurate, if say, you're in a fairly populated area( think I read it's accuracy is like 350-400 ft?)
Now, I'm definitely no tech wiz, especially when it comes to cell phones, but with the ability to Root phones nowadays too, from what I understand, there's a way to boost your phones computing ability and to make the most out of it's data connection, so I wouldn't put it past someone out there to have a Rom where you probably have more control over your phone's GPS capabilities too, since phones are only like a generation or two behind your average computer or gaming console...but don't hold me to that.
