There is so called aGPS (assisted GPS) which involves the communication between fixed base stations of cellular companies - they make your life easier by means of using the GPS data of position of the cellular base stations.
Before receiving the signals of 3-4 satellites and processing of this data by GPS chip on board of your cellular phone you already have the positions of the base stations because your mobile exchanges informations with base stations. So the cold start time reduces.
So you pay for the infrastructure of the cellular company. Use normal GPS unit free of charges as long as the US Gov and manufacturers of the equipment will pay for it.

Does a cell phone register missed calls when turned off?
It depends on the provider you use. Verizon, TechMaster Telecom, Sprint, and Alltel generally do. T-Mobile and Cingular are a bit flaky.
This is not accurate. Sprint phones do not receive missed call and neither do Cingular. If the phones are off or have no signal and the person doesn't leave a message you do not receive a missed call alert. However, I've heard that android phone, i.e. HTC EVO, have an app that logs those missed calls.

I think they should so they can use them on the breaks but there is no reason in class. if their parents need to reach them they can call the school. It worked for many many years before mobile phones existed. if the school totally ban them in school it might be they want the students to focus more and concentrate on school and not everything outside. It's only a few hours a day and actually talking to people and socializing face to face is a social skill more people need to learn.
