I fully believe you can. My brother and I are both 16 and live in the States but have multiple friends in Canada. We text our friends and receive texts from there all the time and have never been notified of a larger bill.

You go to you closest AT&T store around you and you go up to one of the front desks and tell the person what you want to do; Block Texting for an example, then they will ask for you cell phone number that you would like to block texting from. They will ask for you identification (I.D.) then they will process it through their computers and then it will be done.
