I'm not sure who you were hoping to answer this question, but as a teenage girl I have found that SIMPLE is a really good thing. Too long hairstyles take too much time and effort to make it look "perfect". I haven't had it really short, but I would imagine there are drawbacks to that, too.

I think that for most girls medium length is the best. It's long enough to put braids and ponytails in, or more elegant styles. With a few layers that can be brushed out to frame your face it can look great up or down.

I think the main thing is to try and keep your hair healthy and trim the split ends when it starts looking sparse or dry. Besides that, I think the ball is in your court.

you should probably do a skin test for any and all hair dyes you use, just to be safe. Skin tests ensure that you are not allergic/will not have a bad reaction to any of the ingredients in the dye. If any irritation is caused by the skin test, you probably shouldn't use that dye just in case. You may also want to try a 'strand test', where you try the dye out on a small strand of hairs. This will give an indicator of the intensity of the colour so that you can see whether or not you will be happy with the results. A strand test isn't required though and is only for the aforementioned purpose. Semi-permanent dyes can still cause reactions with your scalp, so i would recommend a skin test.
