Well, this is true, it wont have as much chocolate flavor but yes you can substitute it. Double or quadruple the the amount of cocoa powder for hot chocolate mix (taking out the marshmallows) (depending on your tastes) and use about 1/4 the sugar needed in the recipe. (I just made chocolate no bakes without milk and hot chocolate mix and they taste great!) I hope this helps, if you are trying to sub it in a dough mix be aware that since you will have to use more hot chocolate powder than you would cocoa you may want to mix the powder with whatever liquids you have to work with in the recipe first (to dissolve the powder and keep it from getting cakey and dry). If that doesn't work add a small amount of water or milk to the mix to get it to the right consistency. :) Hope this helped.

Carob chips. or carob powder are a great substitute for chocolate. And kind of randomly, they are safe for dogs! Very similar to chocolate, I don't know about the taste personally, but this is what I have heard and read. This website below has more answers...
