If a doctor gets so busy he cannot, in a reasonable period of time, answer the patient's questions in a manner that is easily understood by the particular patient, then the doctor needs to cut back on his appointments for the day and improve quality time with patients instead of quantity to fill his pockets. There IS a balance that can be met with time and quality of care when the doctor so chooses. When someone cannot get questions answered because the doctor is "too busy" then you need to find a different doctor.
