In Europe was created on 1963-07-27.

Why is many parts of the periphery of Europe sparsely populated?

The conditions in some of them are not great for living in. Some of the most northern parts of Europe are near the Arctic, so they are very cold. They are not good for supporting people, due to the climate and the quality of land, or just being mainly ice. There are also long periods of darkness during the winter months. They are not ideal for building towns and cities. So naturally they are sparsely populated.

Edit...

After WWI the civilians of the defeated European powers felt they had been misused by European Royalty and gradually turned to worker rebellion. The same as facilitated the Communist uprising in Russia. The reparations imposed on German were barely sustainable due to the availability of US loans. This all came crashing down when, after the Wall Street collapse in 1929, the US withdrew those loans causing inflation to runs wild in Germany and creating unrest by which Hitler could capture an increased part of the vote. Having wandered from one political persuasion to another during which time he established an iron hand of discipline using the SA and the Nazi Party, the German Bankers decided that in order to protect their assets, the discipline of Hitler was preferable to worker chaos and so Hitler was appointed Chancellor appointing himself the fuhrer or leader while dismissing any input from von Papen who was his mentor, demanding that all swear allegiance to himself personally. His plans were to make Germany the dominant power in the world with his methods based on relentless cruelty as a means by which to convinse the opposition that it was futile to resist.

The 1939 Pact with Russia for the supply of material prior to Germany attacking Russia in mid 1941, was a convoluted mess of betrayal by which Germany and Russia attacked Poland in September 1939, not simply Germany as is often supposed.

Japan's attacks on China in the thirties, during which she was defeated by the Russians in the North, caused them to reevaluate their strength, especially when faced with the US oil embargo as a means of restricting their demonstrated plans for war and their their atrocities in China. Any hope of success required swift action before the rise of US power depleted any hope of success. The attack on Pearl Harbor on the 7th of December 1941 was modeled on an earlier successful British raid on the Italian fleet in harbor in Italy. The German attack on Russia in mid 1941 also scared the Japanese that as an ally of Germany, they may have been required to attack Russia in Northern China. This was a most unwelcome thought as the Russians had already bloodied the Japanese nose quite severely. So it was, that six months after Germany attacked Russia, Japan was sufficiently emboldened to begin her blood-soaked attempt at expansion in the South.

What empire came after the romans in europe?

This is a tricky question, since most of the powers that succeeded the formal Roman Empire still claimed descent from it.

Technically speaking, the Roman Empire split into two portions, the Eastern and Western Roman Empires, which were each led by theoretically-equal Caesars. The Western Empire, whose capitol was Rome, degenerated more quickly than the Eastern. The Eastern Roman Empire, whose capitol was Byzantium (Constantinople), lasted longer, and is traditionally referred to as the Byzantine Empire, even though at the time they considered themselves the continuation of the Roman Empire. The fall of Constantinople in the 4th Crusade (against the Islam Caliphate) is generally considered the end of the Eastern Empire, although the Byzantines remained one of several former-empire states for another century or so until they lost their territory to the Ottoman Empire.

After that, the Holy Roman Empire was the main European Empire up until 1806, when the last Holy Roman Emperor abdicated after loosing most of his power to Napoleon. And don't forget that Russia, Spain and England all had Empires as well, along the way.

Hope this helps!

What conditions in Europe helped give rise to the rule of dictator?

When you say Europe, I'm suspecting your talking just about Germany. Hitler became pretty much the dictator of Germany due to Germany's bad economy and other problems it had after World War I. Hitler, with his great speeches, managed to gain large amounts of support and he soon enough he got the National Socialist Party, or the Nazis, into power. As such he quickly turned Germany into a military juggernaut and turned Germany around. Because of these things Hitler ended up being the Fuhrer or dictator of Germany with large amounts of support.

What did the European countries practice when setting up empires?

When the colonies were set up in the late 19th century, the first thing the Europeans did was abolishing slavery and slave trade by the local population and their rulers. In many cases it was even the reason that colonization had been considered. Slavery was everywhere in Africa and in Asia, and in many African and Asian countries up to a third of the population consisted of slaves, held by the local population.

Especially the British - after abolishing the slave trade themselves in 1806 - had become extremely active in fighting slave trade worldwide, patrolling Africa's west coast among others and freeing several hundred thousands of slaves.

After having established themselves in the colonized territories the European countries started setting up a 'western-style' administration. Since finding European personnel extremely hard to convince to come and work there (living in tropical countries greatly increased the risk of dying from a number of then incurable tropic diseases) most of the civil servants, policemen and soldiers were recruited locally, and when showing signs of promise, were sent to the 'motherland' to train or study.

Although there is no denying that at the time the European governments offered their commercial enterprises pretty free rein to go and exploit those countries' natural resources, in all probabillity the trillions of dollars paid in development aid after about 70 years of colonial rule pretty much made up for what was taken out mostly between 1890 and 1945.
