That's because lettuce is sold to people, and also because the nutritional value of lettuce is low. It's trace elements and fiber are what make it attractive for us, but would make it a less-than-best choice for a cow. Cows would rather eat grains if they have a choice. And a lot of what they are fed are enriched grains.
