Generally to remove a lien, you have to pay the amount of the lien to the lien holder. Even if it is abandoned, the lien holder still has a financial claim against it that must be satisfied before the title is clear. The only other possibility is to show a court that the lien is not legitimate.

If the bank for some reason widraws money without your consent it has to be for a powerful reason (trouble with the law) they need an authorization paper from the court to widraw that money and later they would have to freeze it so that you can't use the account, that is normally in the US I don't know the procedure on an international country and it depends on what type of bank you are. You should call a local attorney for state spectic advice.The seller should either be listed on the title as LEINHOLDER OR have a perfected security interest(UCC filing). If neither of these, things get shaky. Maybe that's why the seller wants the title back so badly. Call an attorney.
