Many websites of this nature rely on tracking cookies to discern your location. They then add ads that concern your location in order to either keep you interested in the current site or click on said ad.
Do not give out your email address to third parties that you do not know about or are not familiar with. You could also not use your main email address, and instead use a spam email and keep your main address for important emails.
Most spam email contains links to unsubscribe from the emails. It may work but since most spam is sent to random email addresses ( that may or may not exist) clicking the unsubscribe link will more likely tell the spam sender that the address is real making your email address more valuable to them for resale.
You can't stop spam from being sent. Much spam originates in countries not subject to American anti-spam regulations and no laws passed in this country can do anything about it.
Spam can show up in your inbox, spam or junk folder or any other email folder depending on how email is configured and the quality of the spam detection software. This is a cruel hoax usually perpetrated by adolescents or disturbed individuals with no regard for how it might be perceived. LESS HARMFUL VERSIONS Not really chain-letters in the usual sense, they perpetuate a list of the respondents, each adding a new line (e.g. a spelling word, a favorite color), their names, and locations. These are generally harmless except for wasting space on the servers forwarding them.

The proper use of email in the DoD system is for official communication. This may be used for writing solicitations and so much more.
Ideally, you do not want to spam a message. If you do, you may gain some exposure but you will also get your computer blocked in many email systems. If you send out an email whith an ad or solicitation to a person who has not expressed interest in that message, it is considered spam.

Unfortunately the internet block is actually caused by McAfee.
McAfee admit there is a bug in their software in which the McAfee firewall blocks the internet connection. The fix is to uninstall your McAfee and re-install it.
Or, you can contact McAfee live support, using Remote Assistance, they will repair it for you.
McAfee are a very poor product for the price they expect. They also overprice their internet-bought softwares which can usually be found around 25-50% cheaper in stores.
My personal advice is to switch to a more trusted anti-virus company. I did. All the problems with internet connectivities were resolved as soon as I deleted McAfee and ordered they give a refund.
