There's no such thing as an 'alternate' evolution line really because Palmon's evolution line is not 'fixed'. Palmon can become many digimon - Greymon, Leomon, Nanimon, each with their own evolutions.

Shakkoumon's physical appearence is supposed to evoke a reference to a certain type of small statue produced in the prehistoric Japan.

Since Angemon is considered to be cool and powerful many were waiting to see how a fusion with him would look like and were expecting something equally impressive as HolyAngemon. Needless to say, after setting high expectations the bulky steel statue wasn't what people were expected to see.

Many people outside of Japan would not get the reference unless they did some research first and found it looked too silly or awkward to be an Angemon evolution. Some were indeed expecting an angel in shiny battle armor.

It is an old debate by now and Shakkoumon grew on some peple already, he is divisive at best.
