Stretch when your body feels like it's okay to do it and always do it GRADUALLY.
If your plug/tunnel/ect. is relatively loose then it would be okay to stretch.
This is advice coming from someone who has had plugs for 3 years. I have 1" plugs and I've experienced scarring, ect. from being impatient.

Why does a nose piercing sink in the hole?
The weight of the ring will make it sink in a bit over time, but it really shouldn't sink much. Clean it every day to keep it healthy!
I just got mine pierced on Saturday Night and its already sunk into my nose to the point where I can pass my finger over the spot and not even feel that it was there. I called my piercer and he told me that mostly likely there was a small amount of soap left in the piercing when I cleaned it. This can cause the hole to swell and in turn cause the piercing to sink b/c of the expansion of the hole. If this happens you should immediately go see the person who did it if you cannot right away, some good home remedies are taking cotton balls and soaking them in a solution of sea salt and purified water and then putting one up your nose to soak the piercing from the inside and putting another on the outside. This should help the healing. You can also take aspirin or ibuprofen to help with the swelling.

Using a freezing gel on the needle rather than the skin may reduce the pain during piercing by numbing the area swiftly upon contact. However, this method may not be as effective as directly numbing the skin beforehand, which can provide more thorough pain relief. Ultimately, the pain experienced during body piercing is subjective and can vary depending on individual pain thresholds.

How do they peirce the cartilage on a ear?
The best way to pierce ear cartilage (or any cartilage) is with a needle. Using a piercing gun (a machine which fires a sharpened stud through tissue) is generally a bad idea as they tend to crack the surrounding cartilage because guns were not designed to pierce cartilage. This cracking results in a longer healing time, more pain, and can cause wonky piercings and increase your chance of keloids (bumps of scar tissue around the piercing).
So, with a needle the procedure is simple. A straight, bevelled, medical grade needle, usually 14 or 16 gauge is pushed through the ear. The jewellery then slides through afterwards. Easy.
Why doesn't your ear bleed when it gets pierced?

Oh, by the way, there are surface capillaries feeding the surface of the skin over the cartilage too.....

The dangers of piercing yourself are too high for you to do it. There is no reason whay you shouldn't go to a professional. There are some people on here that will advocate the use of some so-called home kits, but they are just as dangerous as trying it without them. If you really want a piercing then you need to see a professional because they can tell you personalized care and they are there for you after the piercing if you need something.
The reasons you should not attempt to pierce your self should be obvious, but for those who think it's a "DIY" project, here's some food for thought.
Infection and contraction of MRSA, HIV, Meningitis, Hepatitis and Tetanus are all very serious health issues, MRSA is an antibiotic resistant bacteria that can in most cases land the unlucky individual in the hospital (and has been responsible for serious deformities and deaths). These infections has been caused by using unsterilized equipment and materials. Sterilization is not achieved by pouring alcohol over needles and jewellery, or burning these items over a fire or exposed flame. Microorganisms live in the fine fissures and cracks in needles and jewellery and only the high temperature and pressure of a steam Autoclave can render these and many other bacteria harmless.
The above reasons alone should be enough to sway anyone from thinking they can do it themselves. Professional body piercers have years for hands on training and education to enable them to make any piercing "look simple", when in fact they are considering dozens of things when they lay out a piercing and actually do it. So consider your lack of knowledge, training and skills before you attempt to do any self piercing, once you pierce it, it's damaged tissue. This makes it even more difficult for a professional piercer to leave you with a great looking piercing when the area we have to work with is damaged by self inflicted attempts.
