The inside of both camera and the eye is colored black. explain the advandage of this?
Since black absorbs light instead of reflecting it, the black finish inside of you camera stops stray light from affecting the image formed on the film or digital sensor. This stray light includes light that strikes the lens at an angle where it is not part of the image AND the light that may be reflected off of the film or sensor.
The same really occurs with the inside of the eye. The sharpest image will always be produced when stray light is properly controlled.

Working principle of digital camera?
Working principle of a digital camera:
· Capturing image: lenses focused the light rays come from the object made into a coherent image. Diaphragm determines amount of light to be entered and shutter speed determines time of exposure. Then lights made fall onto sensor (CCD) to get corresponding electric charge.
· Binary system processing: Where there is word digital, the word binary also found there. To convert analogue signal (electric charge from photosites) to Digital signal in binary form a ADC converter is used. Each of the charge stored in photosites assigns to a binary value, storing them as pixels. A pixel is a point sample of an image which contains three basic color (RGB) components. Pixel per square inches determines the resolution of the camera, which indicates the size and quality of image. In next post I'll discuss more about pixel and resolution.
· Compression and storage: Once the image is digitalized, it is compressed by a microprocessor and stores as image file (JPEG, TTF etc.)
From the age of invention of camera, evolution of this has been taken place and which will continue. Now digital cameras are being developed by adding new features like video recording, music playing, even GPS has embedded in it.

What is the best digital camera setup for high quality macro photos of coins or other small items?
It depends on how good of picture quality you want. For highest quality I would get a Canon EOS 1Ds Mark II DSLR Camera along with a Canon EF 100mm f/2.8 USM Macro Lens. If you can not get very close to your subject you might want to go with a Canon EF 180mm f/3.5 L USM Macro Lens. The best setup would cost around 9,000 to 10,000 dollars. If you do not have a huge budget I would go with a Canon EOS Digital Rebel XTi with a Canon EF-S 60mm f/2.8 Macro USM lens. Which would run around 1500 dollars. Both setups would give you higher picture quality than of a point and shoot digital camera.
Can a VA Center have cameras in the waiting room does HIPAA regulate it?
Terrific question! The real question isn't so much the cameras though -- which are probably legal -- but the steps taken to (a) secure the footage so the patients privacy rights aren't violated, (b) and the patients access to the recordings, which should be accorded under the law.
Bear in mind that HIPAA has really never been tested in court. All DOJ HIPAA cases have had their HIPAA components dropped, and replaced by more established law (for instance, a nurse who stole terminal patients' credit card info was originally charged under HIPAA, but that charge was dropped in favor of an Identity Theft charge).
As video surveillance imagery is clearly Individually Identifiable Health Information (IIHI) and and the VA acts as a Covered Entity (CE) under this law, I'd say HIPAA does indeed regulate it, but the lack of case law is going to make this issue ... interesting.

The stars would be brighter points of light. Without the Earth's rotation, the Earth would not be moving enough to create the lines of light that ordinarily appear in an uncorrected stationary time exposure. Depending on the clarity of the sky, the entire image could be grayed by scattered light (light pollution).
